An appeal may be taken from a final decision of the City Council, to make an appropriation. The appeal shall be filed within thirty (30) days after the date of that decision, to the District Court. Any appeal shall be based on the record of the proceedings before the legislative body. A decision of the City Council shall be presumed to be valid unless the appealing party shows that the decision was arbitrary, capricious, or illegal. (Ord. 2006-13, 9-26-2006; amd.
