Except those donations that qualify as exempt pursuant to section 2-4-7 of this chapter, prior to the City Council making any decision to appropriate any funds for a purpose under this section, a public hearing shall be held. Notice of the hearing shall be published on the Utah Public Notice Website, the City’s website and in three public places at least fourteen (14) days prior to the date of the hearing, or, if there is no newspaper of general circulation, by posting notice in at least three (3) conspicuous places within the city for the same time period.
