11-21-3: APPLICABILITY:

The provisions of this chapter shall apply to all new and rehabilitated landscaping for public facility projects, commercial and industrial projects, multi-family residential projects, and landscaping for new single-family residential dwellings and fully rehabilitated single-family residential landscapes.
