When any regular full-time employee has the qualifications as to age and time of service, as set forth in § 34.16 of this subchapter which would entitle him or her to the status of emeritus employment, the person may not be discharged by his or her employing authority unless he or she shall have been convicted of a crime or he or she shall have been found guilty of conduct involving moral turpitude by the employing authority.
