§ 156.999 PENALTY.
   (A)   No building permits shall be given for development on an illegally subdivided parcel.
   (B)   Furthermore, the following penalties may apply: Any owner or owner's agent that transfers, sells, agrees to sell, or negotiates to sell land subject to an unapproved plat shall pay a fine of $100 for each lot affected. The description by metes and bounds in the instrument of transfer or other document used in the process of selling or transferring shall not exempt the transaction from such penalties. Until a plat has been approved by the Board of Trustees, any official of the town or a public utility company who shall serve or connect the land within the subdivision and within the planning and platting jurisdiction of the town with any public utility, such as water, sewer, electric or gas, is guilty of a misdemeanor. The town may require any utility service connected in violation of this section to be disconnected.
