§ 153.21 DEFINITIONS.
   For the purpose of this subchapter, the following definitions shall apply unless the context indicates or requires a different meaning.
   ACCESSORY STRUCTURE. A structure attached to or located adjacent to a home, such as awnings, carports, garages, porches or steps.
   ANCHORING SYSTEM. A system of straps, cables, turnbuckles or chains, which is used to secure a home to ground anchors, and which complies with standards of the Department of Housing and Urban Development for manufactured homes.
   DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT (HUD) STANDARDS. The National Mobile Home Construction and Safety Standards Act of 1974 being 42 U.S.C. §§ 5401 et seq., and rules and regulations adopted thereunder, including:
      (1)   Regulations and interpretations of the State Department of Labor and Industries, adopted pursuant to HUD rules; and
      (2)   Information supplied by the manufacturer of a home, which has been stamped approved by the Department of Housing and Urban Development pursuant to HUD rules.
   FOUNDATION BASE. A base of concrete, crushed rock or other properly engineered design, which meets standards of the Department of Housing and Urban Development for proper support of a manufactured home.
   FOUNDATION FASCIA. A fire and weather resistant material surrounding the entire perimeter of a home and completely enclosing the space between the exterior wall of the home and the ground.
   LOT. A building site that is described by reference to a recorded plat, by metes and bounds, or by section, township and range, which has direct legal access to a street or has access to a street over a recorded easement.
   MANUFACTURED HOME. Any structure, transportable in 1 or more sections upon the public streets and highways on its own running gear, which, when erected on-site, is designed to be connected to required utilities and utilized as a dwelling, and which exceeds 32 feet in length and 8 feet in width.
   NONCONFORMING USE. A home which was placed and maintained upon a lot prior to the effective date of this subchapter.
   PERMANENTLY AFFIXED. A home which is equipped with a foundation base and foundation fascia conforming to this subchapter, and has permanently installed utility connections conforming to applicable codes.
