The following standards and requirements shall govern the design of a manufactured home park:
(A) A manufactured home park shall be not less than 6,000 square feet and shall not contain fewer than 2 rental spaces.
(B) A manufactured home park shall not be established on a site providing less than a 30-foot wide access to a collector street or an arterial street.
(C) Spaces within a manufactured home park shall contain a minimum of 3,000 square feet, with a maximum occupied area of 50% of the space.
(D) Only 1 manufactured home shall be permitted on any space.
(E) No building, structure or land within the boundaries of a manufactured home park shall be used for any purpose, except as follows:
(1) Manufactured homes shall be used as residences only, together with the normal accessory uses such as patio, carport or garage, and storage and washroom buildings;
(2) Private and public utilities services, subject to applicable restrictions;
(3) Community recreation facilities, including swimming pools, for the residents of the park and guests; and
(4) One residence for the use of a manager or caretaker responsible for maintaining or operating the property.
(F) All manufactured homes shall be located at least 20 feet from the property boundary line abutting upon a public street or highway, 25 feet from the right-of-way of a state highway and at least 10 feet from other boundary lines defining the outside limits of the park, except that when a 6-foot high sound-deadening, fireproof barrier, such as earthen berm or brick wall is provided, the Town Planning Authority may allow the setbacks to be reduced to 10 feet.
(G) Unless an intervening firewall is provided, a manufactured home or accessory structure shall not be located closer than 15 feet from any other manufactured home, or closer than 10 feet from any roadway. Manufactured home accessory buildings, when not attached to the manufactured home, shall not be closer than 5 feet from the manufactured home, unless an intervening firewall is provided.
(H) Attached structures shall be considered part of the manufactured home for setback purposes.
(I) All spaces shall be provided with a foundation base which shall be improved, to provide adequate support for the placement of a manufactured home, in accordance with HUD standards.
(J) Two off-street parking spaces shall be provided at each manufactured home space, with a minimum 10 feet access to a park street. Also, additional parking space shall be provided in parking areas distributed around the park, not to be less than 2 parking spaces per 10 homes, nor more than 1 space per home. All off-street parking spaces are to be all-weather surfaced.
(K) Adequate street lighting shall be provided within the park.
(L) Buffering or screening, if required by the Town Planning Authority, shall be sight-obscuring fence, wall, evergreen or other suitable planting, at least 6 feet high. Fences or windbreaks exceeding 40 inches high shall be no closer than 5 feet to any home or accessory structure.
(M) Swimming pools shall be set back at least 50 feet from the nearest residential area and shall have a fence surrounding which is at least 8 feet high and does not obscure vision into the pool area. The swimming pool shall be operated and maintained pursuant to the standards and requirements of the New Mexico Environmental Improvement Division.
(N) There shall be landscaping within the open areas of the manufactured home park not otherwise used for park purposes. The open areas and landscaping shall be continually and properly maintained.
(O) Storage areas for recreational vehicles, boats or trailers may be provided. A 6-foot high sight-obscuring fence with a lockable gate shall be erected around the perimeter of the storage areas.
(P) Signs identifying the manufactured home park shall conform to applicable sign ordinances.
(Q) All vehicular ways shall be based, graded and paved with an all weather surface. Speed shall be set at 10 mph, and notice shall be given by placement of appropriate signs. Surfaced widths of streets shall be a minimum of 15 feet per traffic lane.
