It is unlawful for any parent, guardian or other person having the care or custody of any child to cause or permit any child to be placed in a situation where the life or health of the child will be
endangered, or to torture, cruelly confine or cruelly punish the child or to willfully or negligently expose the child to the inclemency of the weather.
