The Chief shall have the command at fires over all the members of the Fire Department, and over all other persons assisting thereat, and shall take all proper measures for the extinguishment of fires and for the protection of property and preservation of order, and observance of the laws, ordinances and regulations respecting fires, and shall examine into the condition of all fire apparatus and hoses and fire hydrants, and have the general superintendence of the Fire Department and all things connected therewith.
