§ 32.03 ADVISORY BOARD OF PUBLIC LIBRARY.
   (A)   The Mayor of the Town of Clayton shall appoint, subject to approval of the Board of Trustees of the Town of Clayton, five members of the Advisory Board of the Public Library of the Town of Clayton and, in addition, the Board of County Commissioners of Union County may designate a member of the Library Board subject to approval of the Mayor and Trustees and, in addition the Mayor and the Town clerk shall be members of the Library Board for a total of eight members.
   (B)   The Library Board so appointed shall organize itself and select a president, vice- president, secretary, and such other officers as it sees fit; and adopt rules governing the procedure of such library board consistent with New Mexico law.
   (C)   The Treasurer of the Town of Clayton, New Mexico, is hereby designated the person authorized to receive and disburse all funds previously received from the A.W. Thompson Estate for the benefit of the Public Library of the Town of Clayton, New Mexico. The Clerk shall create a separate fund to be known as the "A.W. Thompson Memorial Library Fund", which money shall be disbursed in the same manner as other public moneys are disbursed by the said Treasurer, and which fund shall, as other public moneys, be subject to public audit.
   (D)   The Library Board appointed by the Mayor and Trustees of the Town of Clayton, New Mexico, as aforesaid, shall render advice to the Board of Trustees of the Town of Clayton regarding said Public Library, including without limitation, the selection of books and materials be purchased, selection of staff members, maintenance of the building, and otherwise govern said library and the expenditure of the above mentioned funds within lawful limits and including if or the purposes as set out in the last will and testament of A.W. Thompson, deceased.
