(A) The Town Treasurer shall receive all monies belonging to the town, and shall keep his or her books and accounts in such a manner as may be prescribed by ordinance, and the books and accounts shall always be subject to inspection by any member of the Town Board of Trustees. He or she shall keep a separate account of each fund or appropriation, and the debts and credits belonging thereto. He or she shall give every person paying money into the Treasury a receipt therefor, specifying the date of payment and upon what account paid, and he or she shall file statements of these receipts with the Clerk at the date of each monthly report. He or she shall, at the end of each and every month, and more often, if required, render an account to the Town Board of Trustees, or an officer as may be designated by ordinance, showing the state or condition of the Treasury. He or she shall also accompany the account with a statement of all monies received into the Treasury, and upon what account, during the preceding month, together with all warrants redeemed and paid by him or her, which warrants, with any and all vouchers held by him or her shall be delivered to the Town Clerk-Treasurer and filed with his or her account in the Town Clerk-Treasurer’s office upon every day of the statement. He or she shall return all warrants paid by him or her stamped or marked “paid”. He or she shall keep a register of all warrants redeemed and paid, which shall describe the warrants and show the date, amount, number and fund from which paid, the name of the person to whom paid and when paid. He or she may be required to keep all monies in his or her hands belonging to the town in the place of deposit as may be designated by ordinance; provided, however, that no such ordinance shall be passed by which the custody of the money shall be taken from the Town Clerk-Treasurer. The Town Clerk-Treasurer shall keep all monies belonging to the town in his or her hands separate and distinct from his or her own monies, and he or she is hereby expressly prohibited from using, either directly or indirectly, the town monies or warrants in his or her hands for his or her own use or benefit or that of any other person or persons whomsoever. Any violation of this provision shall subject him or her to immediate removal from office by the Board of Trustees, who are hereby authorized to declare the office vacant, and in which case his or her successor shall be appointed by the Chairperson of the Board and confirmed by the Trustees, and shall hold his or her office for the remainder of the unexpired term. He or she shall report to the Board of Trustees as often as required, a full and detailed account of all receipts and expenditures of the town as shown by his or her books up to the time of his or her report, and shall annually, between April 1 and 10, make out and file with the Town Clerk-Treasurer a full and detailed account of all the receipts and expenditures and all his or her transactions as the Town Clerk-Treasurer during the preceding fiscal year, which account the Town Clerk-Treasurer shall immediately cause to be published by a newspaper printed in the town, if there be one, and if not, then by posting 1 in a public place in the Town Clerk-Treasurer’s office.
(B) The Town Clerk-Treasurer shall have and keep in his or her office a book to be called Registry of Town Warrants, where shall be entered and set down every town warrant at the time of presentation thereof without any interval or blank line between any entry and the one preceding it. The Registry of Town Warrants shall be open at all reasonable hours to the inspection of any person or persons desiring to inspect the same.
