All companies, firms, corporations or individuals, before beginning on construction work, shall pay a fee to the Town Clerk-Treasurer of $2.50 for the first 50 feet of curb and gutter front footage and $1.00 for each additional 50 feet contiguous thereto, and the companies, firms, corporations or individuals shall obtain and pay for the services of a licensed professional engineer or licensed surveyor to furnish line and grade stakes according to which the sidewalk and curb shall be built.
