This subchapter shall apply to all new plants, stores, equipment and installations and, except as otherwise specified to existing plants, stores, equipment, installations and other conditions which constitute a distinct hazard to adjoining property, insofar as the intent of this subchapter can be fulfilled reasonably. All persons and businesses not specifically named in this subchapter storing, handling or using inflammable liquids shall be governed by this subchapter where it is applicable to that storing, handling or using.
