§ 73.99 PENALTY.
   (A)   Any person who violates any provision of this chapter for which no penalty is provided shall be subject to the terms of § 10.99.
   (B)   Any person found guilty of violating the provisions of § 73.01 shall be punished by a fine of $10.
   (C)   The penalties established for violations of § 73.04 are as follows:
      (1)   For a first offense, a fine of $50.
      (2)   For a second offense within a 12-month period, a fine of $250.
      (3)   For a third and subsequent offense within a 12-month period, a fine of $500.
      (4)   The Municipal Court shall have the authority to suspend the fine on the first offense but may not defer the conviction.
      (5)   In the event of a third or subsequent offense within a 12 month period, the vehicle shall be towed or immobilized. The vehicle shall not be released until the Municipal Court has provided clearance stating that all outstanding fines and fees, including the cost of immobilizing or towing the vehicle, have been paid. An immobilized vehicle may be subsequently be removed from the neighborhood.
      (6)   For the purposes of this section, violations of the neighborhood parking zone shall be charged lo the vehicle owner and not to the driver.
      (7)   The fines established herein are exclusive of any mandatory fees which are required to be collected by the Municipal Court.
