After all piping is installed and all outlets capped, there shall be applied by the workers installing the equipment, in the presence of the Inspector of plumbing or a deputy, a test with air under pressure sufficient to support a column of mercury 12 inches in height, which shall stand for 10 minutes. Only a mercury gauge shall be used. No piping shall be covered, nor shall any fixture, gas heater or range be connected thereto, until a card showing the approval of this test has been issued by the Inspector.
