(A) The governing body of the Town of Clayton, New Mexico, shall take necessary steps to establish a rate schedule sewer service that assures an equitable system of cost recovery.
(B) The purpose hereof is that the industrial users shall pay for the costs incurred by the governing body of the Town of Clayton, New Mexico, in the construction, operation and maintenance of that portion of the wastewater facilities related to industrial wastes.
