Exceptions to prohibitions of other waste types specified in this section may be granted by the Town of Clayton upon consideration of waste characteristics and quantities and provided that such wastes are accepted in compliance with all pertinent rules, regulations and regulatory approvals governing the operation of the Town of Clayton and private companies under contract with the Town of Clayton. Any exception granted under this section shall be in the form of a written instrument between the waste generator and Town of Clayton.
