Throughout this chapter the words REFUSE, SOLID WASTE and WASTE MATTER shall be used interchangeably and said words mean any garbage, rejected or waste food, offal, swill, carrion, ashes, dirt, slop, wastepaper, trash, rubbish, waste, grass, weeds and tree limbs or other vegetable matter, car bodies or parts thereof, or any other kind of discarded matter or unwholesome material of any kind.
