(A) Every structural SCM installed pursuant to this chapter shall be made accessible for adequate maintenance and repair by a maintenance easement accessible to a public right-of-way. The easement shall be recorded and its terms shall specify who may make use of the easement and for what purposes.
(B) Maintenance access easements shall not have lateral or incline slopes that exceed 3:1 (horizontal to vertical).
