§ 91.01  PURPOSE.
   The purpose of this subchapter is to enable the township to require reimbursement from those responsible for the leaking, spilling, or otherwise allowing certain dangerous or hazardous substances or materials to escape containment, thereby requiring cleanup and disposal by the township or its agents.
