Any person, firm or corporation who violates any of the provisions of this chapter shall be deemed guilty of having committed a civil infraction, which shall be punished by a fine of not more than $100. Each day that a violation continues to exist shall constitute a separate offense. This penalty provision shall not preclude any civil action against a violator for injunctive or other relief.
