It shall be unlawful for any person to:
(A) Solicit for a charitable, patriotic or other nonprofit organization unless the organization shall have previously applied for and obtained a permit as set forth in this chapter.
(B) Solicit without the express prior permission of an occupant, at any residence address or apartment complex where there is posted a sign stating “No solicitors or peddlers.”
