No person shall obtain contributions or solicit contributions or sell or offer for sale any cookies, candy, poppies, tags, button, forget-me-nots, flags, ribbons or any other tokens, whether real or artificial, for any charitable, patriotic or other purposes on the streets or in public places or by door-to- door, in the township without complying with the provisions of this subchapter and without obtaining a permit authorized by the Township Clerk for conducting the solicitation or sale at a particular time and place involved, and without paying a fee.
