The person who shall be in possession of the land upon which a junk automobile shall be kept shall be deemed to be in violation of this subchapter and the fact that the person in possession of the land upon which the vehicle is kept does or does not have a proprietary interest in the vehicle shall be immaterial. The owner of any junk vehicle kept upon any land or left or abandoned on any land shall also be in violation of this subchapter.
