No person shall directly or indirectly, upon any pretense or by any device, manufacture, import, sell, exchange, barter, dispose of or keep for sale any intoxicating liquors at any time or place within the County without first having obtained a license to do so. Such license may be issued by the County only after license approval has been received from the State Commissioner of Public Safety. (Ord., 5-6-1986; amd. Ord., 2-14-1995)
