8-1-8: DEVELOPMENT PERMITS; SUITABILITY FOR DEVELOPMENT:
Only those tracts of land which conform to usable land under the flood plain regulations; possess adequate drainage; have no topographical limitations such as rock formations, eroded areas and similar defects and possess sufficient land for sewage disposal facilities, shall be granted development permits. The proof of such suitability shall rest with the developer, who, before development is approved, shall furnish percolation tests, soil borings, water samples or similar proof that all land for development is adequate for use as building sites.
