8-1-5: INTENT AND FUNCTIONS:
The goals and purposes of this Title are to be achieved by regulating the following: the location, height, bulk, number of stories, and size of buildings and other structures; the percentage of lot area which may be occupied, the size of yards and other open spaces; the density and distribution of population; the uses of land, buildings, and structures for trade, industry, residences, recreation, public activities, and agriculture; the development of shorelands and flood hazard areas. Regulation shall be accomplished by: a) establishing standards and procedures regulating such uses; b) providing for the subdivision of land; c) dividing the unincorporated areas of the County into zones or districts; d) defining duties of the administrating officers; e) providing for amendments; and f) prescribing penalties for the violation of the provisions of this Title or amendments thereto.
