A. Permit Required; Fee; Term: No person shall install, alter, repair or extend any individual sewage treatment system in the County without first applying for and obtaining a permit from the County Environmental Services office and the payment of the appropriate permit fees as established from time to time by the County Board of Commissioners. Such permit shall be valid for a period of six (6) months from the date of issuance.
B. Homeowners: Homeowners may install, alter or repair sewage treatment systems on their own property when such treatment systems are of the standard type, specifically, excluding mounds, at-grade systems and not considered to be an alternative or experimental system. In such instances, the homeowner is required to obtain the required permits and be in compliance with the same criteria and procedures as all licensed installers, with the exception of becoming licensed installers themselves.
