8-3-11: WATER SUPPLY AND CURTAILMENT POLICY:
Natural catastrophe, weather conditions, or other natural or artificial conditions may make it necessary to curtail or apportion use of the City's water. When a water shortage exists or other emergency arises, or is imminent, which threatens to disrupt or diminish the municipal water supply, it shall be the duty of the City Manager to immediately report the matter to the Mayor. It shall be the duty of the Mayor, to immediately, by public notice, restrict, regulate, allocate, or prohibit the use of water for such time as may appear necessary for the situation. In doing so, the City shall allocate water or curtail the use of water taking into account such issues as public health and safety, community economic conditions, the financial and operational needs of the water system, existing wholesale contractual obligations, and any other considerations deemed appropriate. The City may, consistent with this section, adopt, amend, or rescind rules, procedures, and forms to establish a water allocation or curtailment program to be implemented in times of actual or imminent water shortage or emergency.
