A. City Authority: The city manager or the city manager's designees shall have free lawful access at reasonable hours of the day to all parts of buildings and premises for the purpose of inspecting the conditions of the pipes and fixtures, and the manner in which the water is used and disposed. B. Unobstructed Access: Access to water meters, whether on private or public property, must remain unobstructed, so that meter reading and repair people have free and unimpaired access. (1996 Code § 13.04.020)
