8-2-8: COLLECTION OF CHARGE:
   A.   Payment Upon Issuance Of Permit: The system development charge is payable upon issuance of any of the following: issuance of a permit or approval to connect to the water or sanitary sewer systems; issuance of a building permit; issuance of a development permit; issuance of a right of way access permit; issuance of a development permit for development not requiring the issuance of a building permit; or issuance of a conditional use permit.
   B.   Payment When Permit Not Required: If no building, development, or connection permit is required, the system development charge is payable at the time the usage of the capital improvement is increased based on changes in use of the property unrelated to seasonal or ordinary fluctuations in usage.
   C.   Development Commenced Without Permit: If development is commenced or connection is made to the water system or sanitary sewer system without an appropriate permit, the system development charge is immediately payable upon the earliest date that a permit was required.
   D.   Security To Ensure Payment: The obligation to pay the unpaid systems development charge and interest thereon shall be secured. Acceptable security to ensure payment includes: property, bond, deposits, letter of credit, or the obligor may request a lien be placed against the property to be developed. (Ord. 629, 2-4-2004)
