For the purposes of chapters 2 through 4 of this title, the following terms shall have the meanings ascribed to them in this section:
APPLICANT: | An individual, household, firm, corporation, partnership, institution or association applying for a city service, permit or other action or authorization. |
CITY: | The city of Clatskanie, Oregon. |
CONSUMER: | An individual, household, firm, corporation, partnership, institution or association receiving water or sewer service from the city. |
CUSTOMER: | An individual, household, firm, corporation, partnership, institution or association receiving water or sewer service within the City's service area or by agreement with the City. |
CUSTOMER'S LINE: | The pipes, valves and fittings leading from the service line into the premises served. The customer's line begins from the meter. Where group service is supplied to a privately owned water distribution system, the customer's line begins at the master meter. |
FIRE PROTECTION SERVICE: | A separate water service, usually four inches (4") in diameter or larger, which serves fire protection facilities only, and complies with state fire flow regulations. |
HOUSEHOLD: | A unit where the usual functions of living, sleeping and preparation of meals are carried on. |
IRRIGATION: | The watering of lot lawns, flowers, shrubs or gardens. |
MAIN: | The pipe, usually two inches (2") or larger in diameter, ordinarily laid in the street parallel to the street lines and used for the distribution of water through service lines to water customers. |
NORMAL BUSINESS HOURS: | Eight o'clock (8:00) A.M. to five o'clock (5:00) P.M., Monday through Friday, holidays excluded. |
SERVICE LINE: | The pipe, valves and fittings laid from the main to and including the customer meter or master meter, meter box and all fittings. |
STANDARD COSTS OR STANDARD RATES: | Unit costs determined by the city and periodically updated which reflect the fully burdened cost to the city for providing a unit of service or material.
