All numbered streets shall run in an easterly and westerly direction, and each such street shall also be designated by the quadrant in which it is located, such as northwest, northeast, southwest or southeast. The streets will be numbered consecutively as they lie north or south of U.S. Highway 30. The first street north of the highway will be known as First Street Northwest or Northeast, as the case may be; and the first street south of the highway will be known as First Street Southwest or Southeast, as the case may be. The second street north of the highway will be Second Street Northwest or Northeast, as the case may be, and the second street south of the highway will be Second Street Southwest or Southeast, as the case may be, and so forth. The names of the streets running in a northerly and southerly direction shall be designated by names; and the names shall remain unchanged, unless a change is specifically provided for by ordinance.
