The city is divided into four (4) quadrants, as follows:
U.S. Highway 30 shall be the dividing line between the north half and the south half of the city. All areas north of said highway shall be in the north half, and all areas south of said highway shall be in the south half of the city. South of U.S. Highway 30, Nehalem Street shall be the dividing line between the east and west half of the city. North of U.S. Highway 30, Nehalem Street, running from said highway to Fifth Street shall be the dividing line between the east and west half of the city. North of the north end of Nehalem Street, the dividing line between the east and west half of the city shall be as follows: A line running from the north end of Nehalem Street and in the same direction as N. Shasta Way to its intersection with the road known as Haven Acres Road; thence northeasterly along Haven Acres Road to its intersection with the boundary line of the city.
