The city recorder shall keep accurate record of any and all permits issued under this chapter, showing thereon the date of issuance, the person, firm or corporation to whom issued, an accurate description of the property in front of which the improvement is to be made, with estimate of quantity, also the date of issuance of the certificate of approval, and in the event of the nonissuance of the certificate of approval through reason of failure to comply with the provisions of this chapter, the reason therefor shall be entered minutely, and such work shall be removed whenever the city shall so direct.
