7-2-4: ISSUANCE OF PERMIT:
   A.   Conditions For Issuance: Permits will be issued by the city, and no permit will be given or issued for work upon any street or any part thereof when, or before, the design thereof has not been legally established and accepted by the city.
   B.   Refusal Of Permit: The city may refuse a permit if in its judgment the proposed improvement to be made is not a suitable one for the place or location thereof, or when the improvement contemplates the removal of earth from any street when or where it may be necessary to secure the deposit of said earth upon any other part or parts of said street.
   C.   Contents Of Permit; Surveys For Grade: The permit provided for in this section shall specify and provide the kind of work to be done and the time in which same is to be completed. It shall be the duty of the applicant to make the necessary survey and mark the grade for any improvement for which a permit may be issued. All permits issued for the construction of cement or artificial stone walks, sidewalks or curbs shall be accompanied by plans and specifications therefor; and any additional information thereto deemed pertinent by the city shall be added; and the work thereon shall be done according to the said specifications.
