6-3-1: ACCESS TO PARKING SPACE:
The operator who first begins maneuvering his motor vehicle into a vacant parking space on a street shall have priority to park in that space, and no other vehicle operator shall attempt to deprive him of his priority or block his access. (1996 Code § 10.04.180)
