No person riding upon a bicycle, motorcycle, coaster, rollerskates, rollerblades, in-line skates, sled or other device shall attach the device or himself to a moving vehicle upon a street, nor shall the operator of a vehicle upon a street knowingly allow a person riding on any of the above vehicles or devices to attach himself, the vehicle, or the device to such operator's vehicle.
