§ 36.071 USE OF FUNDS.
   (A)   The Municipal Center Refueling Station Fund is the internal service fund which shall be used to advance amounts invoiced for all fuel which is delivered to the tanks located at the municipal center's refueling station, with such advances periodically being reimbursed as authorized in this subchapter by transfers from the appropriate departments and funds.
   (B)   The Municipal Refueling Station Fund shall be funded by an initial transfer of funds in the General Fund, and thereafter by periodic transfers of funds, which transfers shall be charged as applicable to the funds and appropriations of the various departments who use the refueling station.
   (C)   Payments from the Municipal Center Refueling Station Fund may be made without appropriation.
   (D)   The Clerk-Treasurer is hereby authorized to make all transfers authorized by this subchapter into the Municipal Center Station Fund at such times, in such amounts, and charged to such funds and department appropriations as deemed necessary and proper by the Clerk-Treasurer, and that these reimbursements shall be granted pre-approved expenditure status.
   (E)   The department head or authorized employee responsible for accepting delivery of the fuels to the refueling station tanks shall complete in the required manner for each delivery an accounts payable voucher for the invoice(s) presented, with the amount to be paid the vendor charged to the account number assigned by the Clerk-Treasurer for the Municipal Service Refueling Station Fund.
   (F)   The department head or employee who is authorized to obtain printouts of activities at the refueling station shall periodically provide the Clerk-Treasurer a printout from the refueling station computer in such a timely manner as to allow the Clerk-Treasurer to make the required periodic transfers from the proper appropriations of the various departments utilizing the refueling station in order to cover the amounts advanced on their behalf from the Municipal Service Refueling Station Fund.
   (G)   The Clerk-Treasurer is authorized to require the implementation of any additional procedures in connection with the administration of the Municipal Service Refueling Station Fund as may be deemed necessary to comply with municipal budgetary accounting requirements.
