It shall be unlawful for any person to willfully or maliciously torture, torment, beat, kick, strike, mutilate, injure, disable, or kill any dog used by the Police Department in the performance of the functions or duties of the department, or to interfere with or meddle with any dog while being used by the Department, or any member thereof, in the performance of any of the functions or duties of the Department, or of the officer or member.
