(A) The Town Council specifies that the Districts shall be composed as follows:
(1) The First District shall be composed of all of Precincts 30, 31, 32, and 33; and that part of Precinct 34 from the following:
(a) An area bounded by Brown's Station Way on the west, West Lincoln Drive on the
south, North Taggart Avenue on the east, and West Adams Avenue on the north and
(b) An area bounded by North Sherwood Ave on the west, East Carter Avenue on the north, Eastern Boulevard on the east, and East Brooks Avenue on the south.
(2) The Second District shall be composed of all of Precincts 35 and 36; that part of Precinct 39 bounded by Longfellow Drive on the south, Thames Drive on the east, Byron Drive along the north, and Whittier Drive along the west, including 1505, 1507, 1509, 1511, and 1513 Marlowe Drive of the Meadows at Green Tree Apartments; and that part of Precinct 42 bounded by Applegate Lane on the west, East Lewis & Clark Parkway on the north, and US 31 on the east, and the municipal limits to the south.
(3) The Third District shall be composed of that part of Precinct 27 south of Brown Station Way that is entirely within the municipal limits; that part of Precinct 34 bounded by Eastern Boulevard on the east, Bell Avenue (east and west) on the north, North Taggart Avenue on the west, and Carter Avenue (east and west) on the south; all of Precincts 37 and 38; and that part of Precinct 39 bounded by Blackiston Mill Road on the west, Longfellow Drive on the south, Whittier Drive on the east, including 1501, 1503, 1417, 1415, 1413, 1411, and 1409 Marlowe Drive of the Meadows at Green Tree Apartments, and Marlowe Drive, Wyckshire Court, and Marlowe Court along the north.
(4) The Fourth District shall be composed of that part of Precinct 27 consisting of lots 4 and 5 of the Jenny Wren Court subdivision; that part of Precinct 39 bounded by Blackiston Mill Road on the west, Parkwood Drive and Redwood Drive on the north, Birch Drive, Shelly Drive, and Tennyson Drive on the east, and Marlowe Drive, Wyckshire Court, and Marlowe Court along the south; all of Precincts 40 and 41; and all of Precinct 42 except a portion bounded by 1-65 on the east, Progress Way on the south, Deatrick Drive and the prolongation of Deatrick Drive to the south line of Lapping Park on the west and following the south and eastern boundary of Lapping Park to the municipal limit.
(5) The Fifth District shall be composed of that part of Silver Creek Precinct 6 that is within the municipal limits; all of Silver Creek Precincts C43 and C44; and that part of Precinct 42 bounded by 1-65 on the east, Progress Way on the south, Deatrick Drive and the prolongation of Deatrick Drive to the south line of Lapping Park on the west and following the south and eastern boundary of Lapping Park to the municipal limit.
(B) The Town Council specifically finds that Districts One, Two, Three, Four, and Five are composed of contiguous territory, are reasonably compact, contain, as nearly as is possible, equal population, do not cross a census block boundary except when following a precinct boundary line, and that crossing the precinct boundary lines is necessary in that the districts would not otherwise contain, as nearly as is possible, equal population.
(C) The Clarksville Planning Department shall report the addresses of the split precincts to the Clark County Election Board following the adoption of this section.
