Any actual or prospective bidder or contractor who is aggrieved in connection with the solicitation or award of a contract may appeal to the town council. An appeal shall be submitted in writing within five (5) working days after the contract to which the grievance relates is awarded. No appeal may be taken in connection with purchases involving less than three thousand dollars ($3,000.00), nor in the event all bids are rejected by the town.
