Any and all persons requesting approval on a subdivision preliminary plat, final plat, and plans and specifications for the construction of improvements shall first have paid all fees according to the most current prevailing fee schedule adopted by resolution of the Clarkston Town Council. Said fee schedule is an office checking and field engineering fee to be payable to the town at the time of each of the above-named submittals.
In addition to the above, a retainer fee for construction inspection, based on the most current prevailing fee schedule adopted by resolution of the Clarkston Town Council, shall be payable to the town prior to any construction on subdivision improvements. Costs for any necessary testing, shall be paid by the subdivider, not the town. Cost for any required materials testing shall be paid directly by the subdivider or shall be reimbursed by the subdivider if payment is advanced by the town. Any failure by a subdivider to make timely payment as required shall be grounds for the withholding of a building permit by the town for any subdivision of the subdivider within the town.
