(A) (1) The Library Board shall consist of five members. Four members shall be residents of the village and be appointed by a majority of the Village Board.
(2) One member shall be a resident of the Clarksville Township and be nominated by the Clarksville Township Board. Such nominations shall be approved by the Clarks Village Board.
(3) All Library Board members shall serve a three-year term of office.
(B) The initial five-member Board shall be appointed such that two persons shall serve a three-year term, two persons shall serve an initial two-year term, and one person shall serve and initial one-year term. The initial Library Board shall be appointed such that the Village of Clarks shall appoint one person for a three-year term, two persons for a one-year term and one person for a one-year term. The Clarksville Township Board shall appoint one person for a three-year term. The initial term shall expire on June 30, 2001. Thereafter, as such terms expire, said members shall serve a three-year term of office.
(C) The Board shall serve without compensation and may be required, in the discretion of the governing body, to give a bond in a sum set by resolution of the governing body, and conditioned upon the faithful performance of their duties.
(D) At the time of the Board’s first meeting in July of each year, the Board shall organize by selecting from their number a chairperson and secretary. It shall be the duty of the secretary to keep the full and correct minutes and records of all meetings, and to file the same with the Village Clerk where they shall be available for public inspection at any reasonable time. A majority of the Board members shall constitute a quorum for the transaction of business. The Board shall meet at such times it deems necessary and as the governing body may designate. Special meetings may be held upon the call of the Chairperson, or any three members of the Board.
(E) The Library Board shall have the authority to appoint a librarian and all other employees. It shall be the duty of the Board to have general charge of the village library and to establish appropriate rules and regulations for the management, operation, and use of the same. The Board shall have the supervisory authority over all employees of the library including the librarian.
(F) All actions of the Board shall be subject to the review and supervision of the governing body. The Board shall be responsible for making such reports and performing such additional duties as the governing body may designate from time to time.
(G) No member of the governing body shall serve as a member of the Library Board while serving a term of office as a member of the governing body. No member of the Library Board shall serve in the capacity of both Chairperson and Secretary of the Board.
