§ 31.14 CODE ENFORCEMENT OFFICER.
   (A)   The Village Board may appoint a Code Enforcement Officer. The Code Enforcement Officer shall be charged with the responsibility of enforcing village ordinances. The primary focus of the Code Enforcement Officer shall be the enforcement and prevention of nuisance properties as set forth in §§ 91.35 through 91.39. The Code Enforcement Officer shall inspect all properties within the village limits and the village’s zoning jurisdiction to ensure compliance with the village’s nuisance ordinances. He, she, or they may initiate proceedings upon personal inspections or upon receipt of complaints by interested citizens.
   (B)   The Code Enforcement Officer shall also enforce the municipal code provisions with respect to dogs and other animals, set forth in Chapter 90 of this code of ordinances.
   (C)   The Code Enforcement Officer shall also be charged with the enforcement of the other municipal code provisions as directed by the Village Board of Trustees.
   (D)   Persons found to be in violation of this code of ordinances shall be informed of the violation in writing. If such person(s) fail to take corrective action, the Code Enforcement Officer shall forward reports to the Village Attorney who shall file a citation in lieu of arrest and a complaint in county court for prosecution of the municipal code violation.
   (E)   The Code Enforcement Officer is not a licensed law enforcement officer and does not have power to make arrest or to prevent the commission of a crime in progress.
