Entrance into a manhole or opening for any purpose except by authorized persons is hereby prohibited. No person or persons shall maliciously, willfully, or negligently break, damage, destroy, uncover, deface, or tamper with any structure, appurtenance, or equipment which is a part of the sanitary sewer. Any person or persons violating this provision shall be subject to immediate arrest and may be prosecuted to the full extent of the law.
