§ 52.006 CLASSIFICATION.
   (A)   The governing body may classify for the purpose of rental fees the customers of the Village Sewer Department; provided, that such classifications are reasonable and do not discriminate unlawfully against any consumer or group of consumers.
   (B)   The following classes of users are hereby established:
      (1)   Residential and Light Commercial;
      (2)   Heavy Commercial; and
      (3)   Institutional.
   (C)   Since the village does not utilize individual water meters, the method by which commercial users shall be classified as heavy or light will be at the discretion of the governing body.
   (D)   In order to be classified as Heavy Commercial, the user must:
      (1)   Have significantly higher water usage that would be expected from an average residential or commercial customer; or
      (2)   Contribute waste having organic strength significantly higher than that from a typical residential user.
   (E)   In the case of multi-family residential users, including apartment complexes, the charge shall be the Residential class rate times the number of dwelling units.
