(A) The Board of County Commissioners finds that soil erosion resulting from land disturbing activities causes a significant amount of pollution in the form of sediment and other substances to be transported off-site to locations including ditches, streams, wetlands, lakes and reservoirs. Furthermore, this pollution has a negative impact on the natural environment as well as the health, safety and welfare of the community.
(B) The purpose of this chapter is to:
(1) Prevent the degradation of our soil, water and other natural resources due to pollution from uncontrolled erosion on construction sites; and
(2) Protect and promote the health, safety and welfare of people by minimizing the amount of sediment and other pollutants, resulting from soil erosion due to land disturbing activities, from being transported off-site to adjacent public or private property including, but not limited to, roads, ditches, streams, wetlands or other bodies of water.
