The budget prepared by the Board and the appropriate ordinance to be approved by the county council for the county highway system, shall be in accordance with the plans and specifications provided for in this act. The funds required for maintenance and repair shall be stated separately from the funds required for construction. Nothing in this subchapter shall be construed to prevent budgeting and appropriating for emergency repairs.
