(A) Upon a finding of necessity, or upon a proper petition as otherwise authorized by law, the Board may at a regular or special meeting amend the four-year construction plan.
(B) Amendments shall be necessary only when it becomes advisable to add or delete from the four-year plan or change the priority of roads within the plan.
